AI governance and policy

The Brazilian Federal Senate is set to vote on comprehensive AI framework Bill 2338/2023 on September 16, while California Governor Gavin Newsom faces a September 30 deadline to sign or veto the Frontier AI Safety Act. Japan's METI will release updated AI Guidelines for Business introducing watermarking recommendations, while Singapore's IMDA will publish automated red-teaming test suites under its Model AI Governance Framework. In the US, President Trump's December 2025 Executive Order is driving federal consolidation of AI oversight even as new state governance frameworks in Colorado and California take effect, with Colorado also releasing formal SB24-205 audit rules this month.

Agentic AI — development, frameworks, and safety

A Linux Foundation-backed alliance of more than 100 tech companies proposed a safety reporting system for AI agents intended to help prevent rogue models from causing societal harm, addressing the fact that "there is no broadly adopted community framework for confidentially sharing AI operational failures". Separately, a NIST paper highlighted that many agentic pilots give agents static API keys or long-lived bearer tokens, recreating identity and access management problems enterprises spent decades fixing, while security researchers this week catalogued fresh coding-agent exploits including vendor default GitHub Actions reaching RCE and GhostJacking through WAF logs.

AI ethics research

Springer's AI and Ethics journal published several new peer-reviewed articles in the past week, including work tied to its ongoing collection on "AI Agents: Ethics, Safety, and Governance" and another on "AI Resistance, Refusal, Reclamation and Reimagining: Ethical Imperatives and Emerging Practices". Broader commentary this month notes growing "digital backlash" against algorithmic technologies, seen in protests over data center projects, student-led petitions, and academic position papers, with educators, technologists, and labor unions increasingly opposing AI systems perceived as harmful or exploitative. No single landmark ethics paper broke through this week — activity was incremental rather than field-shifting.

General AI news (new products and advancements)

The past week saw an unusually dense frontier-model release cycle: Anthropic launched Claude Fable 5.1 and Mythos 5.1 on September 1, Meta put out Muse Spark 1.3 the next day, Google moved with Gemini 3.8 Flash in the same burst, and OpenAI followed on September 3 with GPT-6 Astra, described as its most capable and aligned system yet. Notably, OpenAI's Astra became the first model to trigger the company's critical-cyber safeguard threshold, while Google DeepMind shipped a defenders-only Cyber variant of Gemini 3.8 Flash.
